I’m soon going to build a website using Foundry. It’s going to be a primarily blog-heavy site using Alloy.
I’m wondering if I should use Foundry 3 or would Foundry 2 be a better idea since it’s going to be Alloy heavy.
Both Foundry 2 & 3 support Alloy. Only additional thing needed for F3 is to add the Alloy tool titled F3 Shim to pages that have Alloy’s Blog Entries or Editor tools. So it really depends on what you want to do.

Do you need to add the shim if you start from scratch with Alloy and F3?
Yes. The Shim tool bridges some limited styling from F3 into Alloy.
