Note in the first image that the first “Child”(DrDave) is hot-linked but not the second (NeilMike).
I’ve read and reread the docs and watched the video for lists several times without finding the answer to this one, and I suspect it to be simple solution, once I’m advised.
Here’s the architecture. What do I need to adjust to get this working?

Provide us a copy of your project file please, along with a link to the live site.
Create a ZIP file containing your project file. This is the file you open in RapidWeaver to edit your site. After creating the ZIP file, upload it using a service like Dropbox, WeTransfer, Droplr, or a similar service to create download link for us. Paste that download link in your reply.
Not sure what you mean by this. How have you “hot linked”?
What’s the link you provided in the child item? For example see:
Not the same kind of navigation but you can see there’s a link provided in image. What does it show in yours?

For the first item in the drop down you’ve overridden the styling, for the second one you have not.

Neither page is linked anywhere though as both have the default link value, which is simply set to: #
The only reason I think you believe the first item works is because it is reloading the page you’re already on. You need to link to the page for each item. That is done here in the settings, as outlined in the documentation (under the child items section toward the bottom of the page):
