I have a problem in the Rapidweaver community that I thought was a RW problem. It turns out that the error only occurs with Foundry’s banner stack.
I assume Foundry designers are more likely to read along here, I’ll just link the issue here.
For me, I fixed the bug by not using the stack.
If I’m understanding you then this is not actually a bug. Fixed height banners will crop the content as the height of the banner is not flexible in fixed height mode.
Here’s a post from 2016 where this is discussed:

This is likely because you’re using a fixed height for your Banner stack. This topic has been talked about in the past. Have a look at this thread here:
I think that should help solve your dilemma.
That said, I always think Fluid banner heights are best for responsive sites, IMHO.
My recommendation would be to use Fluid mode for banners. It is almost always a better solution.
