Locked background does not work on tablet and mobile. Is there something I’m doing wrong?

The behavior is 100% by design. Locked backgrounds tend to look and act odd on small screens and some older mobile OSes dislike them. The locked backgrounds revert to normal, non-locked backgrounds in those instances.
