In Foundry I can specify the page language. I can do this in RW for the site language.

Foundry’s language setting is applied during page load via javascript. It will overwrite whatever language you’ve set in RapidWeaver. That said, I would set them both to the language you want. The next major version of Foundry will likely omit this setting and rely solely on RapidWeaver’s language setting. This language setting in RapidWeaver did not exist when I wrote Foundry v1 so I had to compensate and change it during page load.
