Years ago, when I used RW with Foundry - container stack, I thought I remember setting the transparency of the image and layover color and I would get these beautiful tinted backgrounds. I don’t see it now on this new version or I’m spacing out how I did it. How could I do this?

There’s a 3rd party stack called sections pro, that you can try as well.
@Evangelos I think it is likely that you’re looking for Banner or Backdrop like @stackJunkie points out. That said you might be talking about Hover Image, but it sounds more like Banner / Backdrop. Let us know if it isn’t any of what @stackJunkie or myself mentioned.
