1.)
Is it Robota? It looks like it.

2.)
If the Typeface stack has to be on every page, is it then best to throw it into a Partial?

No, Foundry’s default is a Helvetica variation, with other sans serif fallbacks:

font-family: "Helvetica Neue", Helvetica, Arial, sans-serif;

That is ideal, and I believe something I cover in the tutorial videos for Typeface if memory serves me correctly.
