Is it possible that you can add an Alt tag field on all stacks that use images? I know that the image, gallery, and card have alt, but it’s missing from the Display stacks and I think a few others.

Display does not have it as an oversight. The image for the top of the stack was originally going to be a background image, but later morphed to a normal <img> tag. That said not all images on a site get alt tags. An alt tag cannot be applied to images which are applied as the background to a <div>. So for instance in the Banner stack, since the image is applied to the background, you cannot add an alt tag to it.
